[BUG] - LH outboard elevator operating on HYD 3 #1703

Describe the bug

LH outboard elevator operating on HYD 3 No movement when operating with HYD 2 only

Steps to reproduce

Turn on hydraulic pumps of 2 and 3 in turns see to wrong pump operate LH outboard elevator

Expected behaviour

LH outboard elevator to operate in HYD 2 instead of 3
