[BUG] - EFB Panel state changable while in Air #1705

Describe the bug

While on approach to Toronto the panel state "cold and dark" was selected inadvertently causing the airplane to shut down and crash into the ground on final approach

Steps to reproduce

While in flight, select the "State" window in the EFB and change the panel state in the airplane despite the message saying "this page cannot be used right not, try again when on the ground"

Expected behaviour

Panel states shouldn't be able to be changed while in flight

A way to get around it would be to have a confirmation/warning window while in flight, to ensure that you have to confirm the selection prior to changing panel states while flying
