[BUG] - ATS hunting in VS mode (MD-AFS-11) #720

Describe the bug

When climing in VS mode and manual speed select mode (no wind), the ATS system hunts (from 88 N1 down to 77 N1) while trying to maintain the selected speed.

Steps to reproduce

During climb, select VS mode and manual speed select Select a speed that requires less then max throttle setting Observe throttle levers NOTE: GW=360k lb

Expected behaviour

Throttle able to maintain target speed with relatively constant thrust application (no hunting)
