I only have this issue with the MD-11. All other MSFS aircraft operate normally. When I turn on the landing and taxi lights at night, I only see them from inside the cockpit when panning (whether via my joystick button or right click on the mouse).
Did a long flight last night and figured something out. It seems to be related to DLSS. When DLSS is used, I get the behavior, however when I go to TAA, everything shows up normally.
