Show the users that are maintenance commits available in the github repo.

Questions

Should this be cached? If yes then the default be should (1hr?)
Should this be able to be turned on/off? I believe so.
How are we going to handle golang code?
- Should we recompile using some type of make style script?
- Packaging go?
Should an administrator be able to run the maint.pl from the gui?

Not related to this IMO, more to how we'll structure the maintenance branch for golang code which needs brainstorming, I'd ignore this in the scope of this issue

Not IMO but nothing against it

So features in the first release of this

Be able to turn pf-maint notifications off and on in the GUI.
Only show the notifcations to users that are allowed to see (via an admin-role)
Have the results cached
