Unable to start PacketFence after configurator #8386

Describe the bug

Unable to start PacketFence when at the last step in configurator on v14.1 PacketFence stopped at checking pfperl-api status right after restarting pfperl-api, and halted, leaving haproxy-admin restart undone. if manually refresh https://@pf_ip:1443/admin, PF stays on the same configurator page.

in previously version, it will take quite a long time before pfperl-api to get ready and then PacketFence will be ready. and after a automatically redirection, configurator is gone and login page will pop up.

To Reproduce

  1. prepare for a new Debian12 linux machine,
  2. follow the suggest steps in installing PacketFence v14.1
  3. go through the configurator when installation is done.

Expected behavior successfully pass the configurator and redirect to admin panel login
