As a volunteer ChangeMaker who has reigstered for a project, I want the "unsubmitted POI" promt to only come up, after I've either started the timer, or filled out the questions.

We should also changed the prompt to something more intuitive like, "You've already clocked in, would like to continue this session or clock out."
