Spend options #359

Exchange partners can choose whether to offer in-person, virtual, or both options for their storefront. If the storefront only offers In-Person then the offers tab is disabled. If they only offer Virtual then the Storefront tab is disabled. Both are enabled if the EP selected both.

Are you able to double check the diff to ensure that it only includes changes for this PR? @samanthap88 You may need to rebase
