• If a scenario can be determined from the tags, always update the document.
• No tags, do not modify.
• If a tax combo has a rate key, always update.
• ES: FacturaE moved from Codes to Extensions and using the facturae tag.
• Simplified tag no longer required, and is implied from the lack of a customer.
