This PR makes multiple updates to the polarization sorter challenge in an attempt to enable better solutions.

New "ceviche style" loss function, removing old excess power loss
Enable support for multiple metasurface layers
Increase number of Fourier terms to 1600. This makes the excess power loss unnecessary.
Update notebook for compatibility
