Fixed #15 - Usercp #105

Add all files for the user control panel and clean up inside this files

As note: I get an undefined error after changing the password. This is caused by a redirect to the otherwise unused usercp-index. (see https://github.com/inyokaproject/inyoka/blob/staging/inyoka/portal/views.py#L616)

Checkboxes for gravatar, hiding email/jabber are missing atm.

Beside of @chris34 comments this PR looks fine for me.

The problem with the redirect will be fixed with inyokaproject/inyoka#303 .

Also not only the checkbox for gravatar is missing: Gravatar is missing completely ;) The reason is, that i couldn't test it in the demo instance and @MarkusH mentioned that it maybe, will be removed. So i decided that it isn't a feature we really need for the default-layout. I hope this is fine with you.

If I checked everything correct, last night, it should be finished now.
