A larger PR, as also some JS is included.

In group_edit_forum_permissions.html the column hover still causes some trouble. Basically, the striped row-style wont be removed, while the hover color will appear in only those rows without a stripe-color. As a simple workaround we could just remove the striped rows. Is that better?
