Change "Under Construction" watermark #40

Change "UNDER CONSTRUCTION - DO NOT USE" to "UNDER CONSTRUCTION"

In my opinion "do not use" is to restrictive and lets (new) user ignoe the site. So they do not even report errors / missing info or even contribute content. I think that a warning that the info is incomplete is OK and sufficient.

Please discuss in docu group and accept or cancel PR.

Addtional remark: After reading the current docu I thiunk, that UNDER CONSTRUCTION without any addition text or the reduction of the text size would be preferable. Currently the 2 line watermark is very disturbing.

Please feel free to comment - I'll adapt the PR if suggustions are posted

Or maybe just "under construction"? This already states "potentieally incomplete and unverified" (but most added things are verified)

Ive reduced the text as this should provide better readability too
