Add instance parameter for HttpStatic property in settings.js

As requested in #142 a new instance parameter has been added to set httpStatic path in Node-Red settings.js

What has not been done, yet: add translations

@mickym2 : Please feel free to test by installing the new adapter version from: https://github.com/jwiesel/ioBroker.node-red/archive/refs/heads/httpStatic.zip on a non-productive environment.
