Update node-red to 3.1.9 / Windows no longer working #472

Please create a new release installing node-red 3.1.9 minimum (https://github.com/node-red/node-red/blob/master/CHANGELOG.md)

3.1.9 contains a fix for windows users. Without this fix node-red is no longer working on windows systems
