Broken developer manual link to latest documentation #618

doc/Developer_Manual/index.rst says:

developers should usually be reading either their locally built copy of the documentation, or the online nightly documentation build

and points to http://buildbot.topographica.org/doc/Developer_Manual/index.html, but that doesn't work.

Nowadays I think topographica.org shows the latest changes, not the latest released changes, so we can just remove that sentence.
