Evaluate the effect of persistent tcp push connection on battery #82

Evaluate and find the right balance for the keepalive packet interval.

Need the longest without dropping the connection.

Right now its set at 90 seconds..This seems too low. But with BlackBerry it 
used to be even lower. Need to find the right one for android

This interval is now 9 minutes. It works fine on a real device connected to the 
Sprint 4G network
