Add support for VCF files (variant lists) in public-facing clin #447

It would be good to have support for VCFs and variant lists in public-facing clin.iobio.io (not launched through Mosaic). This functionality is great in Mosaic and it'd be good to bring it to the non-Mosaic clin users as well
