The current options for how many rows to view are 5, 10, 15, or all. I would argue that since we pick the top 20 by default, there should be at least 20 rows in the table by default. Nobody will ever select to view just 5, and 15 to all is a massive leap. Maybe this should be 20, 50, 100, all?
