Add basepair labels to orient the user #7

Add the labels on the basepairs when the user zooms into at least a chromosome level. Any further out I don't think is essential because the user can use the visual knowledge of chromosome shape/bands etc to see where they are.

We actually probably want to make our labels chromosome specific. Add bars/idiograms to the linear charts for reference?
