Need to sort references numerically to handle case where header has unsorted contig header records #15

Test with https://s3.amazonaws.com/iobio/app_testing/vcf_files/unsorted_refs.vcf.gz.

Header had contig 1,10,11 and vcf.iobio sorted as expected.
