Populated data_in_obis overwritten? #157

The new data_in_obis flag which has been populated in the database based on the survey data seems to have been largely overwritten, resulting in just a few "in OBIS" programs in the portal. The old in_obis flag still exists and appears to have been populated as well somehow.
