The PMN has data published in NCEI's ERDDAP here. I emailed nccos.webcontent@noaa.gov and steve.morton@noaa.gov the following on 2021-12-02 and have not heard back:

I am curious to use the Phytoplankton Monitoring Network data and have two questions and one data quality comment.
Can I access the data through OBIS? This is the easiest way for me to get species occurrence data. If it is not I might be able to help align the data to the Darwin Core Standard so it can be aggregated into OBIS.
Is the "viewer" here open source? I keep a log of "data portals" like this (there are soooo many, and more being reinvented every day!).
I did a quick view of the data in ERDDAP and found a data point in the year 3800.
I suppose this is on hold until PMN responds but this data would be a valuable addition.
