measurementUnit for observedIndividualCount? #12

Should there be a measurementUnit for observedIndividualCount? "Individuals" is not in the BODC vocab. I don't think this is necessary.

I think it's dimensionless http://vocab.nerc.ac.uk/collection/P06/current/UUUU/ (Which is would also be the unit for PSU). It think that if MeasurementUnit contains content like "individuals", "count" etc, it might be best if they receive the MeasurementUnitID http://vocab.nerc.ac.uk/collection/P06/current/UUUU/ ? If measurementUnit does not contain content then maybe it;s not necessary for MeasurementUnitID to be filled out?
