Updates to section 2 and 4 of the OBIS manual #53

Here we are moving the notebooks from section 2 of the manual to section 4. We renamed that section to expand the context for it to be broader than just the QGIS tutorial. Removed the QGIS tutorial as almost all the links were broken. Added the obisindicators library as a resource.

I also created a new page for other resources that's included in this pull request. I don't know how to add it into the book though. It's just a md page hanging out.

I think that edit I just made to _bookdown.yml is all that is needed to add the new "other resources" chapter to the end of the book, but I am making the uncertain assumption that bookdown infers chapter headings from the .md files themselves. I didn't build this locally to ensure that is correct.

You are correct Tyler, adding it to bookdown is all that's needed, and then chapters are inferred from .md files. Looks good otherwise, I'll accept the pull request!
