Only Harvest datasets with correctly set "...Marine Data..." #20

Pieter has created another issue for this however the second comment is a different issue, so changed the title accordingly: Per Harvesting Report, appears that ALL OBIS Canada IPT datasets are being harvested each time whether or not they have been updated. For example, all of the resources with name beginning with OTN have not been updated since May 2015, but per latest Harvest Report, were ALL refreshed.

Should also be noted, OTN has not added the necessary "...Marine Data..."in the metadata to indicate should be harvested by OBIS, and yet, also still harvesting without this added line.
