"&" in a dataset title #81

This seems to be an issue in linkages to institutions in Ocean Expert as well. It is usually a text encoding problem where differences in encoding need to be resolved between systems.

This issue may impact other aspects as well - e.g. search criteria in mapper (depending on the browser, alternative characters may not work). But it alos refers to non-english standard charaters, e.g. á à â ã ä å ă ą etc. I assume that UTF-8 standard character sets are supported by OBIS?
