Feature Request: Silent Messages for Telegram #298

Hi, it's possible to implement silent messages for Telegram, please? At the best selectable for the Adapters, like enable for Ping, disable for sonoff, etc..

I'm thinking about it to make the whole Admin Interface of device watcher simpler. So on the first Page a table where you can choose the adapter to watch which several settings. Offline Time/Error Time and so on. But it will not be easy. But I think If I can make it then I will try to add an option like this.
