Don't enable PF custom rules by default #4

Makes a better default.

However, this makes /etc/pf-custom.conf an "orphan" empty file. We could 'touch' it conditionaly in the task in stage2.yml. See https://docs.ansible.com/playbooks_conditionals.html.

Fine by me if you decide we don't need to :-)

Lets leave it "orphan", it's just a placeholder anyway.
