Add FAQ 3.19: make(1) compatibility #2286

This FAQ entry explains that the IOCCC only supports GNU make(1) Makefiles.

Note: the FAQ entry has two links side by side and this might not be good. I'll let you decide that but it has IOCCC (a link to the IOCCC website) followed by a link (with no other words between) to the mkiocccentry repo.

There was something else I thought of that might need addressing but I'm not sure what it is now as I need to go.

Feel free to modify this or else ask me to do that and I'll be happy to do that. Same with the FAQ number.

But that might not happen today: not sure. Anyway have to go for now.
