Add Working group about page #2

Add a web page or a link/redirect to an external webpage describing the OBPS Working Group and Steering Committee.

A decision on where the page will be hosted is yet to be made.

Is this the correct topic heading. - I thought we were talking about an OBPS website (ie NOT the repository) within which there will be sub pages including one about the Steering Group (which will include some history of the OBPWG?).
