This keeps coming up and needs clarity across networks, with very strange interpretations. We need to clean up this conceptual space and expand on its implementation consequences.

This is about accessing and connecting parts of the data ecosystem, something we have struggled with in Fugro. It is very similar in the challenge in the enhance discoverability statement of getting metadata added with correct content by leveraging JSON-LD and schema.org and the conventions being built by the IODE's Ocean Data and Information System (ODIS) and Ocean InfoHub.

Tie this to the notion of metadata pointing to multiple distributions over differing formats. Requirement to poll communities on formats and semantics they can work with for discovery and bulk processing.
