One approach, being explored with ODIS, is to allow the articulation of what is actually needed through metadata exchange, rather than meetings which the key parties may not have access to. https://github.com/iodepo/odis-arch/issues/287
@pbuttigieg I've been curious if one way to articulate such concepts could leverage personas.

It doesn't address the issue, only acts to frame it and it doesn't specify the exact metadata needed, only the broad categories.
@fils - I branched that off into a new issue - I think the use of personas, in conjunction with the offer/demand conventions - are closely linked to implementing the various calls to make data and information relevant. This will help the knowledge of who's who, and who needs/offers what - become better represented for meaningful action and evaluation.

Many data and information sharing initiatives are not sensitive to the needs of local communities. As a result, they are not empowered with the information they need in the form they need it in to make better decisions on sustainable ocean management.
