The objective of this PR is to draft a ODIS-Arch Dataset subspecification for World Ocean Database (WOD) to share cast-by-cast metadata which links back to the default year-by-year data products served here

The data served by the US Government is all Public Domain

The distributions are TAR balls like this one

These TAR ball contains many NetCDF files - unclear what the granularity of the ODIS-Arch record is going to be

Are all the netcdf files in this tarball coming from one cast?

TODOs

[ ] Confirm the granularity of the data being released and that the distribution is correct (TAR.gz? netCDF?)
[ ] Identify the data catalogue if any and record
[ ] Identify what metadata is already available for each record (e..g. what's stored in the netCDF files or the ISO/XML files), create appropriate pattern.
[ ] Create sitemap.xml
[ ] Create appropriate ODISCat record

We should also consider creating a WebService pattern for the service that allows users to assemble data products on the fly using Parquet files.

We could cross-link each Dataset file to the Webservice
