Efforts like SPDX (https://spdx.org/licenses/) exist but are not authoritative. There are other European doing similar things.
The https://www.w3.org/TR/odrl-model/ work at W3C could be leveraged to express usage policy.
Would be interesting if there was a good way to express a connection from policy to license.
