Add costing metadata to patterns

Every data product, workflow, and similar digital asset requires resources to generate.

Typically, this costing is invisible to all except those very close to the asset.

We should add a sub-pattern across patterns to include how much the asset cost to generate (e.g. person months, compute time, carbon equivalents, etc)

This will revolutionise distributed datascape assessment in ODIS-linked systems.
