Experts: Validated? #99

@fils In discussion with GPML / UNEP, the validation of an expert's expertise was raised as a key issue. They have expert information that they validate before sharing.

I think this is an important tag to have in our Experts / Individuals pattern. Something like "verified by". Any schema-friendly or SoSo-friendly way to do that?
