I think of this working sort of like what iTunes used to call Party Shuffle.

Ratings metadata (not stored in MP3s, as there's some dormant code to do).

Build shuffled list with higher rated songs played more often.  This would
probably just be a ten song list, with more stars increasing the odds of
being added.  Need to deal with a library with very few stars.

"Play Next in Party Shuffle" and "Add to Party Shuffle" options when party
shuffle is playing.

some similar ideas.

I'd also thought about a "party mode" where you were prevented from doing 
anything
but adding to the Now Playing list.
