Update to run circleci with github, add in focal build

The subtree for snap no longer exists in ioncoincore repo currently commented out until a fix is done. Xenial & mac builds had an issue with building test (works elsewhere), changed configure flags Focal is the current distribution of Ubuntu, have added in a build using focal
