Enable PWA to control splash screen and show a progress bar with updated progress.

Progress bar to show on splash screen when .updateProgress is run on Capacitor PWA.

Please ignore the the "merged" PR mentioned above as it does not actually complete this feature. See https://github.com/ionic-team/capacitor-plugins/issues/935#issuecomment-2342472847 In a similar vein, having a progress bar in the splash screen may not be supported in newer android versions.
