App Lib Refactor

Refactor app lib to ensure that it is testable and that we have confidence in the structure moving forward.

• [X] refactor code so that we have one command in each command module.
• [ ] remove functionality that is shared with cli. This is specifically around the use of cordova on new app start.
• [ ] add basic unit tests to every lib module.
