Cursor blinks off screen when scrolling down #258

Short description of the problem:

When you scroll up and down, the cursor movement is delayed. Check the video please: https://www.youtube.com/watch?v=qvZkDlSr8lg

What behavior are you expecting?

Remove the delay to refresh the position of the cursor or hide the cursor while is scrolling.

Steps to reproduce:

  1. Tap a field in a form on iOS 10.
  2. Scroll up and down the form
  3. Cursor has a delay during scrolling

Which Ionic Version? 1.3
