Horizontal or Diagonal Scroll active the Ion-Refresh at top of page #1132

I'm submitting a ... (check one with "x") [x] bug report [ ] feature request

Current behavior:

If i use horizontal scroll with ion-refresh.. if i try to scroll the horizontal scroll and pull down (inside de horizontal scroll), or pull at diagonal, the ion scroll will active..

Expected behavior:

Pull to refresh shouldn't activate while I'm pulling the scroll horizontally or diagonally

Steps to reproduce:

1 - create a horizontal scroll (can be with ion scroll or simple div/css) at top of page 2 - add ion-refresh to the page 3 - try to pulling the scroll horizontally or diagonally.. the ion refresh will active

Ionic info: (run ionic info from a terminal/cmd prompt and paste output below):

Ionic:

   Ionic CLI          : 5.4.13
   Ionic Framework    : ionic-angular 3.9.2
   @ionic/app-scripts : 3.2.4

Cordova:

   Cordova CLI       : 10.0.0
   Cordova Platforms : not available
   Cordova Plugins   : cordova-plugin-ionic-webview 1.2.1, (and 12 other plugins)

Utility:

   cordova-res : not installed
   native-run  : 1.3.0

System:

   NodeJS : v14.16.0 (C:\Program Files\nodejs\node.exe)
   npm    : 6.14.11
   OS     : Windows 10

solved with workaround =)
