Scaffold a new analyzer using dotnet fsi .\build.fsx -- -p NewAnalyzer.

Would be a bit nicer to not add a <?xml version="1.0" encoding="utf-8"?> header to the .fsproj files

Yeah, let me check if something (probably hardcoded) can be done about that.
