Add conversion opcodes #16

In elements conversion from CScriptNum (4 bytes LE) to 8 bytes LE and vice-versa is now possible with the following opcodes that need to be added to Ionio:

[ ] OP_SCIPTNUMTOLE64
[ ] OP_LE64TOSCIPTNUM
[ ] OP_LE32TOLE64
