What is the purpose of this pull request/Why do we need it?

Security advisories are now available as the repository went public. This template is not used by them, so let's remove it.

Description of changes:

Delete github/ISSUE_TEMPLATE/report_vulnerability.md

Special notes for your reviewer:

You can check that you can create an advisory. Also you can check that currently we have two different report vulnerabilities issue templates.
