test: further debugging 403 Forbidden #376

Got another 403 Forbidden: https://github.com/ionos-cloud/ionosctl/actions/runs/6419968552/job/17430993332#step:5:28

For some reason, although we used the same datacenter ID in the FindByID as the one returned in the setup, it got a 404.

This PR makes the setup wait 15 seconds after creation, maybe this can fix it.

Fatalf logs return more info now.
