Add initial Docker file and test environment file #2

Overview

This PR Adds initial Dockerfile to be used to build the Docker Image that will be deployed in Jupyter Hub. I have also added a custom test environment file.

Yea that was what I figured. At least initially, I'll set you as reviewer until It gets to more nitty gritty then I'll probably pull in Filipe or Ben. Thanks for merging.
