Tests for harvesting #7

It'd be desirable to have some kind of mock WAF with ISO 19115 XML files we can reliably get results for in unit tests to ensure the proper metadata was harvested. In the past, I've seen tests point at external URLs, which can fail if the service is unavailable, the ISO changes, files are deleted, etc.

This is overcome by events (OBE) at the moment.
