Catgorize the Access/Attribution Elements in UI? #151

Placeholder issue to consider categorizing the CI_ResponsibleParty/Attribution elements in the Access tab for datasets.

ISO XML is divided into major sections (MD_DataIdentification, SV_ServiceIdentification, gmd:distributor, gmd:transferoptions, gmd:metadataMaintenence, with repeated CI_ResponsibleParty attribution elements in each that don't always match up, and may have different meanings in each.

Ask the metadata experts if it makes sense to group these according to their sections and label and display in the CKAN UI rather than just filter duplicates.

May be a rabbit hole not worth pursuing...
